That is why every law we pass must be applied to its fullest – so we can understand what it is that the law actually means.
Because, sooner or later, it WILL be applied to the fullest. But, if the rate of application (for lack of a better expression) is gradual and incrementalist, it will become normalized long before its full implications are understood. And things like this will be the result!
